Model Divisional Secretariats – Another Stepping – Stone for Public Service Citizens’ Charter
All District Secretariats and Divisional Secretariats in the country will be operational efficiently with a new impulse effective from 01.08.2007. The general Public were subjected to many hardships in the District Secretariats & Divisional Secretariats in getting the proper guidances to fulfil their needs in the past. Considering such deeply anticipative situation and arranging front office at the entrance must be an important event. The officers appointed to this front office will help and assist the public in letting them through a proper channel to fulfil their requirements easily and quickly. In the meantime, public also have some responsibilities such as bringing the all relevant documents or convincing evidences in connection with their expectation regarding the service. The information regarding the required documents could be obtained from either Grama Niladharies or Divisional Secretariats. In case, where a public possess all required documents then his / her requirement will be fulfilled within the stipulated time denoted at the front office. Complaints could be dispatched at front office in writing when a public submitted all relevant documents for a service and the expectation was not fulfilled within the specified time. Proper action will be taken on each complaint and an immediate reply will be sent to the complainant. The above citizens’ Charter exposes complete details of services provided by the organization and in the same time the public must wait unto their chance and cooperate with the officers. Similar function is arranged today (01.08.2007) in the District Secretariat all Divisional Secretariats and all AGA’s offices to get the impulse of a model Secretariats. This obedient observance will be held at 9.00 a.m at the District Secretariat under the chairmanship of Mr. K.Ganesh, Government Agent, Jaffna District. Prof. R.Kumaravadivel, Actg. Vice Chancellor, University of Jaffna will join us as a chief guest and Mr.K.Parameswaran, former Secretary to the Ministry of Education, NEPC and now the city Manager of the UN-HABITAT will join us as a special guest in this event. We believe that this set up will pave the way for a better public service.
