Performance Report-2007

 
01        District Administration
            Mannar District consists of Three Divisional Secretary’s Divisions and Two Assistant Government Agent’s Divisions.  The Assistant Government Agent’s Divisions are located in the Un-cleared Area.

 

            After 1990, with the massive exodus of population due to ethnic problem the Divisional Secretary’s Division of Nanaddan was moved from place to place and finally started to function in its own building constructed with the funds provided by the Ministry of Public Administration & Home Affairs in the Year 2006.  Similarly, the Divisional Secretary’s Office, Musali and the Assistant Government Agent’s Offices of Mantai West and Musali are functioning in their own buildings and offering their valuable services to the people in their respective Divisions.

 

            The District Secretariat, Mannar is functioning with the full complement of the staff but with the existence of 65 vacancies for Management Assistants and 58 vacancies for Grama Niladharis.  The Divisions are rendering their services with skeleton staff attached to each Division.

 

            The Government agent, Mannar is provided with  a Pajero Vehicle to perform his duties.  In addition, two Pick-ups issued by the Ministry of Public Administration & Home Affairs have been handed over to the Divisional Secretary, Musali and the Assistant Government Agent, Mantai West.

 

            Necessary arrangements have been made to issue the National Identity Cards and Passports through the respective Divisional Secretariats and the Offices of the Asst Govt Agents.  Accordingly during the year 2006, 5,447 applications for the National Identity Cards were forwarded to the Department of Registration of Persons and 4,406 were received and issued.

 

A system has been adopted in the Divisional Secretariats and the Offices of the Asst Govt Agents to receive all the applications and to forward same to the Department of Registration of Persons within a week.  A similar system is adopted in respect of the applications for Passports to be sent to the Department of Immigration & Emigration.  The Passports are sent to the applicants directly from the Department of Immigration & Emigration.  This arrangement facilitates the public to obtain the National Identity Cards and the Passports without any difficulties and delay.

 

02        Agriculture
            During the Year 2006, 07 Meetings of the District Agricultural Committee were conducted and the Cultivation Meetings for the Maha and Yala were held and all the decisions taken at the Cultivation Meetings were implemented for the cultivation of Paddy and Other Field Crops.

            Advance Payment for Purchase of Paddy

 

A sum of Rs 20.0 Millions was released by the Treasury to purchase paddy during Maha2005/2006.  A sum of Rs 18.0 Million was released to the MPCSS and Rs 2.0 Million to the Seed Producers’ Association of Mannar.  The advance was recovered and paid back to the Treasury.

 

            Incentive Payment for Purchase of Paddy

 

            A sum of Rs 2,584,314/= granted as incentive for the Purchase of Paddy during
Maha 2004/2005 and Yala 2005 was distributed among the MPCSS and the Seed
Producers’ Association of Mannar.

 

Renovation of 10,000 Minor Tanks Programme

 

10 Minor Tanks belonging to the Department of Agrarian Development and 05 Tanks under the Department of Irrigation were proposed for implementation under the renovation of 10,000 Minor Tanks Programme and approved by the District Agricultural Committee. 

 

Dry Zone Agricultural Development

 

10 Minor Tanks in the D S Division of Nanaddan and A G A Division of Madhu were proposed and approved by the District Agricultural Committee. 

 

03        Department of Probation and Child Care
01        The Special Allowance @ of Rs 500/= was paid to 1,008 Children during 2005.
02                Under the Bamini Programme 14 children in the Children’s Homes re-joined their families.  They were provided with the following facilities:
·        Bicycles
·        A Cash Allowance of Rs 9,000/=
·        Rs 15,000/=  for Self Employment
·        36 Bicycles and 21 School Equipments

 

03                ‘Thriposha’ was issued to Four Day Care Centres in the District.

 

04        A sum of Rs 30,000/= was paid to each of the following Day Centre to effect
Repairs:
            1          St Sebastian’s Day Care Centre, Mannar
            2          St Lucia’s Day Care Centre, Pallimunai
                        3          St Joseph’s Day Care Centre, Thalavupadu
                        4          St Anne’s Day Care Centre, Vankalai

 

05        24 Awareness Programmes were conducted during the Year 2006

 

            06        05 Abuse Cases were dealt with during the year under review.

 

The District Child Development Committee was formed in the Year 2004.  With a view to up-grade the functions of the District Child Development Committee and Rs 1.6 Million was donated by the UNICEF.

            The Movable Assets donated - Furniture, Telephone, Computer and Accessories,
Photo-copier, etc. to the value of Rs 800,000/=

 

04        Village Development
            The contents of the new Constitution dated 01-07-2006 published by the Director of Rural Development were explained as a result all the Rural Development Societies and the Women Rural Development Societies were registered accordingly.

 

            A Training Programme was conducted to 25 Participants from Mannar and Nanaddan DS Divisions and the successful candidates were issued with the Diploma Certificates.

 

            A Five Day Residential Programme was conducted to Programme Assistants attached to Nanddan Division in Trincomalee. 

 

            A Leadership Training for 25 Members of the Women Rural Development Societies was conducted at a cost of Rs 21,000/=.

 

            Under the NEIAP II, all the Contract Works in the 25 Focal villages will be implemented by the respective Rural Development Societies and the Loan System under the Livelihood Support Assistance will be handled by the respective Women Rural Development Societies.

 

05        Decentralized Budget
            A sum of Rs 9,858,731/83 allocated by the Hon Members of Parliament of Vanni Electorate was equally distributed to all the Divisions during the Year 2006 and was spent on Development Works.

 

06        Non Governmental Organizations
            During the Year 2006, out of an allocation of Rs 317,080,503/76 of the Non Governmental Organizations, a sum of Rs 281,826,192/32 was spent.

 

            04 International, 14 National and 06 Local non Governmental Organizations were functioning in the District.

 

07        Cultural Events – 2006
            Religious Festivals
                        Maha Sivaraththri
The Maha Sivaraththri is a gazetted festival celebrated at Thiruketheeswaram Temple.  More than 25,000 devotees took part in the Festival.  A sum of Rs 40,000/= was allocated by the Government to provide Health and Sanitation facilities to the devotees congregated at the Temple Premises for the Festival.

 

Shrine of Our Lady of Madhu
The gazetted festival of July was celebrated with the hoisting of the Flag on 23 June and concluded on 02 July with the procession of the Statue of Our Lady of Madhu.  There were more 250,000 devotees including a large number from the south of Sri Lanka.

 

The gazetted festival of August was celebrated with the hoisting of the Flag on 6 August and concluded on 15 August with the procession of the Statue of Our Lady of Madhu.  There were more 450,000 devotees all over Sri Lanka.

 

A sum of Rs 40,000/= was allocated by the Government for Utility Services.

 

            Conferring ‘Kala Bhooshana’ Title
            On the request of the Ministry of Cultural Affairs, names of five eligible persons were forwarded for the award of National Title on 31-08-2006.

 

Children Art Competition 
An Art Competition among the children was held on 3 July 2006 in Mannar and Madhu Zones.  44 drawings were selected and forwarded to the Department of Cultural Affairs.

A sum of Rs 5,000/= was allocated by the respective Department for the conduct of the competition.

08  Training  Programme 
The following Training Programme were conducted in collaboration with the Public Service Training Institute of the Ministry of Home Affairs

 

The Training Programme for the Officers absorbed into the Public Management Assistants’ Service was held on 04, 05, & 06 May 2006 and 40 Officers participated.

 

The Training Programme for Grama Niladharies was held on 30 November 2006, 01 December 2006.
