Objectives: The main Objectives of District Secretariat is to Co-ordinate the Government activities by various legal enactments and formulation, monitoring and implementation of socio economic development projects. Specific function for achievement of objectives: 1) Co-ordination of government activities and performance of the functions delegated by law through officers and organizations at village and divisional level. 2) Acting as an agent of the other Ministries and Departments. 3) Collection of revenue 4) Implementation of the Decentralized Budget Programme. 5) Assisting the Provincials Council in its activities. 6) Implementing and monitoring of foreign funded Projects in the district. A). District Administration Functions 1) Proper co-ordination of activities of state departments in the district by maintaining cordial relationship and leadership. 2) Proper supervision and coordination of Divisional Secretaries and Grama Niladharies in order to provide efficient delivery services to the public. 3) Implementing the policy decisions of the government and assist to bring back normalcy. B). Agency Functions 1) Performing all delegated functions of various ministries and departments efficiently and effectively to enable the people to get their services in the district without obstructions. 2) Guiding Divisional Secretariats to provide satisfactory services to the people to get the National Identity card, Passport, Land permits, etc. without delay. 3) Ensure better understanding and relationship with ministries, department and other institutions to avoid delays. 4) Find speedy solution to the problems of the people of the district by conducting at least one division day in a month in each Divisional Secretariat. C) Co-ordinating Functions 1) Conduct regular meeting every month to facilitate discussion and decision making in the following co-ordinating committees. i. District Co-ordinating Committee (DCC) ii. District Planning Committee (DPC) iii. District Agriculture Committee (DAC) iv. District Rehabilitate Co-ordinating Committee (DRCC) v. District Housing Committee (DHC) vi. District Environmental Law Enforcement Committee (DELEC) vii. District Price Fixing Committee (DPFC) viii. District Mine Action Committee. ix. Water and sanitation committee. x. NGO Co-ordination Committee. 2) Co-ordinating the activities of the INGOO and NGO in the district to ensure efficient and impartial humanitarian services to the people. 3) Ensured adequate supervision and monitoring of Divisional Secretariats Grama Niladharies offices to provide improved services to the people. 4) Guiding and maintaining the implementation of NEIAP, NECORD and NEERP properly funded by World Bank, and Asian Development Bank Respectively.
