Location Based Information The district is divided into “cleared” and “uncleared” areas, a legacy of the conflict era and this division causes serious problems to the administrators and planners. There is an Entry / Exit point established from 2002 by Security Forces and LTTE at Omanthai and Puliyankulam respectively to control the movement of persons and vehicles to and from cleared area to “uncleared area with several security restriction on material transport . | National Certificate in Engineering craft Practice Gas & Arc Welding - Day | Health Care Services The Health Services delivery too suffered badly in Vavuniya District during this period due to destruction of infrastructure, displacement of Health staff and reluctance of health personnel to serve in the conflict affected areas etc. The health status of the people affected has also deteriorated due to frequent displacements, physical and psychological disabilities, loss of family members , food insecurity and spread of communicable diseases. The health service delivery was carried out with great difficulties and challenges. The health services were completely disrupted in the Vavuniya North Division, in which the entire population was displaced and the entire health infrastructure was destroyed. Health Services Facilities During the last two decades the health sector development was in a low profile compared to the National level. Except for the construction of the administrative block at GH Vavuniya, no major capital works were carried out during the conflict period. The hospital in the Vavuniya North (PU Nedunkerny and CD and MH Puliyankulam) and Vavuniya (CD Omanthai) were completely destroyed. These hospitals have now been reconstructed and are functioning. But, shortage of Medical officers and paramedical staff hamper the services. The GH Vavuniya still remains the only hospital to provide secondary health care service with limited facilities in the whole vanni region. It serves about 500,000 populations in Vavuniya, Mannar, Kilinochchi, Mullaithivu and part of Anuradhapura Districts. The peripheral Hospitals in Vavuniya District are also under developed but provide basic primary health services. A four stories OPD and Clinic Complex has being put up at General Hospital , Vavuniya with ADB funds through NECORD project. School of Agriculture (SOA) Inland Fisheries - (Aquaculture Development) Though inland fisheries is not a large sector, fishing has been undertaken for a long time in the major/ medium tanks in the district. The objectives of Aquaculture development in Vavuniya district are to increase freshwater fish production as a source of low cost protein for the rural communities, generate income and employment and to earn much – needed foreign exchange for the country through export of high valued fish species. The fresh water fisheries activities has been strengthened with UNDP project implemented in 2006. Irrigation Sector The district has no major rivers but contains minor watersheds and catchments basins. There are no perennial rivers in the district but there are 5 non- perennial rivers.
